The center of gravity is falling at 9.8m/s^2 but the spring is contracting so the top falls faster and the bottom falls slower.

Nope. It's just how the slinky works. Another way to think about it is that the thing keeping the bottom part of the slinky up is tension from the spring force of the slinky and that isn't relieved until the top portion of the slinky catches up with the bottom.

It's not a special slinky. It's that the slinky is hanging a the equilibrium position where the tension at the bottom is exactly equal to gravity. If he let go of the slinky before it came to its equilibrium position then this curious motion would not be observed.

As a side note this stretching happens in all objects but the speed of sound down the length of a slinkie is very slow so it is more noticable.

The whole thing is falling, but because it is a spring it is also contracting

So the force of contraction pulls the bottom up which is still less than gravity in this case so it falls slower. The other end gets pulled down from contraction plus gravity so it appears to fall faster.

If you did this with a much stronger spring and released it, the bottom would pull up during contraction because the force of the spring would exceed gravity. t
