why can't an atom have less neutrons than protons?
is it because protons repel each other and neutrons are there to stand in between

Kinda. The protons do repel each other which makes them hard to confine together. The neutrons provide extra strong nuclear force without adding extra repulsion to help hold the nucleus together, but they're heavier than the proton so that adds some instability. It's a fine balancing act between enough strong nuclear force without too much mass.
