if the electrons could pass the insulator/dielectric that would make a very shitty capacitor (good caps MUST HAVE VERY LOW leakage current)
BTW I'm not talking about "DIELECTRICITY" thats a made up word used by the tesla-ken wheeler schizos
a dielectric in electronics is a insulator that has a "surface property" that allows them to hold charge but basically only the surface, the core behaves as an insulator!, this is why the type of dielectric is directly related to how much charge that capacitor can hold (comparing only dielectrics while keeping everything the same for example with the same size of plaques)
pic is an electrolitic cap but the principle is basically the same for all caps.
