one is by no means a subset of the other, but the intersection is nonempty.
the subject is hated by this board because everyone who belongs here has a base competency in computer programming and knows how piss easy it is. we also know from our long time in school at different levels (ugrad, grad, postdoctorate) how fucking stupid the average CS undergraduate is. Of course it's different for PhD students studying theory. But ask a typical CS major to do any actual abstract thinking and you will be met with a lot of confusion, naivete, and immaturity of thought. Many CS degrees do not take the time to train their students how to effectively problem solve beyond looking things up on google, which differs tremendously from almost any other type of engineering. Coming to mind most are MechE, CivE and EE. It hits the intersection of the theoretical and the practical too well, well enough that one need not pay attention to both in order to succeed in it.
It is worth less in its saturation, and in the extremely low barrier to entry. It is also not science in any sense of the word, as it does not involve experimentation. At best it is an implementation of some math.
You should study what you want to, but you should also try things that are outside of your comfort zone and I'd really really recommend picking up a minor or double major in something either purely practical or purely theoretical. CS+EE is a great combination, as is CS+math.
