is it possible to write a program that can take some amount of terms of a series and output the general form the series? if so, does such a program exist somewhere on the internet?

no, mathematically, no finite series of terms could uniquely define what generating function gives rise to them.

that's what i thought too, but more specifically:
could you write a computer program/algorithm that produces the general series given recursive defininitons of some terms?
ie. a3 = (n+2) * a1

There are databases of sequences that take some terms or the relation and gives you a general formula, but I'm not sure you can be sure a nice formula exists or that it's in the database. There is no general formula since the formulas can be derived in wildly varying ways.
