I think OP means why when you pour a liquid onto a surface does it try to spread out as much as possible until cohesion starts to play a role instead of stacking upon itself in place like a tower of legos

liquids are not bound together. as a result they tend to spread out when gravity is applied

surface tension forms drops which do kind of have them standing on each other but there are limits based on that liquids properties like surface tension but also weight and the viscosity also matters (how thick the liquid is)

no need for entropy or anything complex to be taken into account

the interesting thing about fluids is that pressure is determined by depth. so water pressure 1 ft below the surface of water in a tub or pool or the ocean is all the same. volume doesnt apply its only depth. the stuff on the sides seems to have no tangible impact. google water pressure

It's literally just the particles sliding past each other. Doesn't happen in a solid object where everything is static and held together. Like the other anon said, droplets still form thanks to surface tension, but really the answer is that the particles move more freely in a liquid and can move past one another.
