It's much more difficult for a war to be profitable if it results in you getting nuked, so only the small scale, non nukeworthy conflicts are incentivized. Most of the nuclear states are not even functionally independent anymore, being effectively just a facade for a defacto unipolar world order defined by webs of agreements and international organizations. China is the only nuclear power that is on the outside of this, and while it is able to rival the US, it is absolutely nothing in comparison to the defacto "international community", "the western world", etc superstate.
