The problem is "lies are overshadowing the truth." In an ecosystem of where we're WAY WAY past the point information saturation, how do you give the truth a place to grow? How can truth compete with lies, when they both exist in the same ecosystem? They can't, you need to create a new ecosystem for the truth to exist in.
How do you do this? Same way we do it in the court rooms, with an oath of honesty.
Simply create a legally enforceable oath of honesty, and free to chose if they wish to do it, but if they do legal action can be taken against them for lying. This way, anytime a politician or someone on the news says something that's "questionable" you can ask them "would you be willing to say that under oath?" and know if they're lying. They'll be free to continue lying, and they'll be free to never speak under oath, but they'll also be free to speak the truth should they choose.
