I know there is no consensus, but to me consciousness emerges from communication in complex multicellular organisms. As for consciousness, I take the most simple definition from wikipedia, to be aware of one's own existence and its interactions with the environment. Babies up to 1 year old are not self aware. So, consciousness is not innate, but developed, requiring the brain to develop.
