Spacex are the only ones allowed to bid for option B, they just have to make a modified version of HLS that can allow for the new crew/upmass requirements (essentially a rubber stamp with some funding as starship HLS is more than capable).
Option 2, spacex can't bid. That's where lockmart, dynetics etc are competing, again under new crew/upmass requirements.
