If cutting down on fossil fuels didn't mean recession and crisis everyone would jump on board in an instant. The fact is that fossil fuels provide with cheap enough energy (if we don't count externalities, of course) to allow for our economies to grow, and without them, they won't (they will recede greatly, in fact).
Until most part of the world's economy changes its dependency on oil, it will be almost impossible for politicians to apply policies that will hurt their voters standards of living.
By postponing those policies they only make the problem bigger and harder to solve, of course.
