Most likely reason is that isro's budget is just 1.8 billion usd, it's nothing and they are already stretched due to whole Gaganyaan program, CY-3, Aditya L1, Shukrayaan, SCE-200 etc. There are demands to 2x the budget but it will take time.
>Have we not offered an invite?That's another possible reason but in the past NASA-ISRO have collaborated many a times, we are already working on NISAR so most likely the issue is limited budget.
One silver lining is that, pakistan is going to be with China for lunar base most likely so maybe it will put pressure on Indian politicians to join Artemis, not certain about this but let's see.
