Even isolating the gene for neural growth and up regulating that could have potential extreme consequences in terms of incidence of cancer. Even if you create the ultimate being you would have to change metabolic pathways and optimize them extremely well, potentially introducing some synthetic biology to reduce problems. There is a limit to what our genetic framework is capable of.
Realistically the only thing you would see are things like eye color, wavy/straight/curly hair, skin tone, obvious extreme generic defects which are often caused by a very few specific mutations, substitutions or deletions.
In reality each of us in this thread have genetic effects, they just aren't serious or haven't manifested a problem yet.
