Imagine taking a scalpel and cutting someone's face open. Surgeon do this all the time. They inflict what most would view as gruesome injury in a controlled manner for the greater good of the patient. To the surgeon, this action is mundane, it's intellectualized.
The results of his actions are quickly viewable to make sure he's actually doing the right thing.
Something similar likely applies to a public health official, except that the results can much more easily be divorced from reality.
