Maxwell and Newton postulated about observable physical phenomena as existing without the need of an observer - that is the physics is self-evident in a sense, always existing.
While Einstein introduced an explicit observer/measurement, or better yet, infinitely many observers each experiencing/measuring the physical phenomena differently then others but somehow all of their measurements were valid. Meaning the act of observing/measurement itself is what gave birth to physical phenomena (instead of it always existing).
