A lot of high end school and universities offer english or so called "international" programs, but admission is selective and/or tuition is pretty high, although still not as much as the US.
On the other hand, smaller regional universities, or major universites of countries with lower academic records like Eastern Europe, will offer degrees in english that are usually filled with third world students for who the mere fact of studying in Europe is enough to rise above the others back home.
If you have the grades and resources to do the former, by all means go for it, but be careful not to fall for the later
