ULA has always changed rockets based off of availability and retirement dates. NASA missions choose a provider and usually have like a decade of development time, lots can happen between then

Never said it needed it or didn't need it. They might choose to go with it still. It will get you there that much faster. That being said though the more I think about it the more I'm inclined to believe Elon wouldn't stick a random companies' kick stage on his rocket but I think it's more of a NASA decision
