Yes the unvaccinated would be a threat because they offer a mutation path for the virus allowing it to mutate enough to make the vaccines useless.
Now lets look at the reality where the vaccine rollout has been a slow clusterfuck and we are allowing plenty of global travel for nations that aren't even close to complete vaccine rollout.
The virus has already mutated enough to make the vaccines less effective and it'll continue to mutate making them even less effective.
The unvaccinated are making this mutation faster but many of them want the vaccine but it isn't available.
The way I see this playing out is we accept a reduced life expectancy long term and research continues on more effective vaccines, maybe it mutates enough to reach plague mortality rates, maybe it doens't.
