Who is going to offer a module cheaper than an SS to begin with? Then you need to assemble dozens of them to match the volume, and it still isn't as nice to live in because it's more cramped. SS without all that equipment is only a few million anyway, you're blowing far past that to provide an equivalent based on module construction just on launch costs alone before the modules themselves.

A module by necessity has both less mass budget and less volume, unless you've worked together with Dynetics to make a module that has negative mass and is bigger on the inside. Your module itself is a mass penalty that a wet workshop doesn't have, and it has to fit fully in the payload bay.
