Operate it for 3 years with 20% success rate (current day success rate).
That means 6 patients per doctor x 10 doctors per hospital x 5 hospitals per state x 50 states x 365 days x 3 years x 20% = 55 million babies artificially inseminated per year. In the US, ~ 5.75 million babies are born each year currently. With my assumptions, they can repopulate US with ~1 million babies per year. They can increase the hospitals/doctors/etc if they need, or they can trim down the fat and become lean/efficient.
A single masturbation would result in half a billion or more or less sperm. Really, just need to masturbate once.
