VII - Only flashback Cloud in the original. The Remake Project adds Chadley and some more minor NPCs.
VIII - Flashback Squall only.
IX - If you extend this to non-humans, there's Vivi and his ratboy friend Puck. Zidane is 16 but is still my FF husbando.
X - Flashback Tidus and flashback Seymour. One of the rival summoner teams is made up of brothers, including baby brother Pacce.
XI - Besides the midget race of near-ageless Tarutaru, there's notably Selh'teus in the Chains of Promathia expansion as a central character.
XII - As mentioned, Larsa is a prominent and reoccurring guest. There's also the minor NPC Kytes who is promoted to playable in the DS sequel Revenant Wings.
XIII - One of the main characters is 14 year old mama's boy Hope. He's aged up in XIII-2 but de-aged to his previous shota form in Lightning Returns because God demanded it (no seriously).
XIV - Outside of the entire male portion of the Lalafell race? I'm sure there's something, but nothing jumps to mind as a secondary for the MMO entries. I wanted to say Alphinaud, but he's just a midget 16 year old.
XV - Flashback Noctis and pre-endgame Talcott, Noctis's shota retainer (have to specify pre-endgame as the final chapter cuts to 10 years later, so Talcott is then 17).
XVI - Prologue Joshua and much later on his and Clive's baby half-brother Olivier.
