That being said: Looey's body changes a lot. His limbs/head all massively inflate, deflate and even pop (with the ability to regenerate) depending on the situation he's in. As such, it's totally possible that Looey already has a penis, but that it's usually small to the point of being unviewable, because of the fact that he isn't aroused most of the time. So maybe you wouldn't even need to do anything else to him, besides arouse him
