Mongolians are mostly lactose intolerant and they still drink mare's milk, which has even more lactose than cow's milk. All it does is make you gassy. But loads of cultures eat beans as a staple and they do the same.
Anyway, the advantage of milk is its nutritional density. Its easier to drink calories than eat them. And an emulsion of fat and protein is about as nutritious as you can get, hence why mammals evolved lactation in the first place.
If you want your shota to grow up big and strong, then he should be drinking milk. Obviously paired with a lot of exercise, but that should be a given.
