A completely SFW site with /cm/-like boards shouldn't require more than $150 per month, with server storage (main storage and backups) and bandwidth taking up most of the cost. Domains are cheap and are renewed every year, and most hosting companies are ok with SFW anime art. The problem, however, is that these cheap mainstream companies are also extremely sensitive over "wierd" porn and "hate speech" and often drop you without warning at the first sight of trouble. A /cm/chan hosted by them, for example, may be forced to be strict with its definition of NSFW and delete "questionable" things like shotas in underwear or with boners and lewd talk between users.
On the contrary, if you wanted to have a board where posting shota porn or saying nigger are allowed, or simply have more redundancy and privacy, you'd have to spend way more every month in a much smaller selection of hosting/domain companies and maybe even in homemade services. 8ch moe for example, spends around $600 per month in multiple servers, some of them use as front-ends and proxies to hide the real servers, backup domains, backup storage and CNDs because companies and even governments have complained at them for hosting loli/shota porn, zoo porn and hate speech (as a side note, most companies are ok with one or the other because their country's laws usually forbid one, the amount of companies that allow both without issue is really small), but on the other side, the site is structured in a way that allows the admins to hide the back end and set up new front ends quick.
