If otters seem on average more masc than twinks it's because we see body hair as a masculine trait, and so an otter is going to automatically look more masc than a twink of equivalent mannerisms, height, weight, and muscle mass. Additionally, as muscles are seen as masc, those with more muscle will be seen as more masc regardless of their actual presentation. This brings the another factor into play, which is that the otter spectrum includes more muscular bodies. Twinks that go to the gym quickly become twunks, and enough time will become hunks/jocks. But an otter will remain an otter until he puts on enough mass to graduate to a hunk/jock. With more otters having more muscle than twinks, they'll look more masc to the average observer.
Between the body hair and muscle mass, the average person is going to think twink = fem and otter = masc. But in reality there's masc and fem twinks and otters, and similar ratios of presentations in each category. The average het doesn't even know what to look for to determine a person's actual presentation unless it's a something like a fem otter wearing press on nails, eyeliner, a crop top, booty shorts, and lip gloss. Looking masculine to the average het has little to do with a gay's actual presentation, and it has nothing to do with how the community categorizes otters and twinks.
