a friend ffound this old picture they had saved to ttheir pc from around 2018, and was really curious what artist actually made it, though reverse searching it has lead completely no where and therez no watermark

still diggin around to see if i can find anything for them, but felt like asking if anyone here recognizes this or even just if this is a characterr from somthing in particular
