He was not referring to Char and Amuro in particular when he said he wanted to "show sensuality" but simply gave that as an example. His work as a whole is rampantly emotional. I think what he is talking about is best described as a feeling of lacking personal boundaries. It goes with the themes of the show, actually.
In a word most of his characters seem to have BPD or some other mental disorder and tend to act inappropriately around other people.
