Had he never betrayed his friends, and instead worked with Gaelio (and he probably would've gotten Carta's support as well) he would have been able to change Gjallahorn for the better over time, peacefully.
Chances are that Rustal, who's admitted Gjallajorn is immoral, would've sat back and let them slowly change it so long as they made sure everything remained stable. Iok would've done the same. The other old guys would just be irrelevant.
But the truth is, Macky didn't care about change or corruption. Did they matter to him? Sure, about as much as his friends did. But in reality, he just wanted to be Agnika Kaieru 2.0. He cared less about the revolution than he did about being the hero who led it.
But as for a body count?

Basically everyone else Tekkadan kills on Earth, including Ein (indirectly, he landed them on it)
Tries and fails to kill Gayleo and makes power grabs
This starts the Gjallahorn infighting
Aston (self-defense so it's k, but he prob gave 0 fucks)
Continues to bribe child soldiers to be his pawns
Indirectly causes the Hamshael event (muh Order of the 7 Stars, shoulda just told them to bury that shit)
This kills the Turbines. (indirect, and more due to true best boy Iok having downs)
He starts an outnumbered coup, cuz muh bael
Literally everything that happens after this is his fault. Could Rustal of spared Tekkadan? Yes, but using them as villainous scapegoats would bring greater stability. In the end though, Macky started a war he couldn't win.
And there you go. Gali is "muh revenge" and Macky is "muh power" - neither has a moral high ground and both are retarded. But Gali's is easier to emphasize with for most people.
