Hanasaki, I think,. is stalling for time, because he doesn't actually have any intention on killing Kobayashi but is instead working on way to make Kobayashi want to keep living.
Shame this series is getting no love, because art for it is virtually impossible to find, and even AO3's not putting out fanfics for it.
