Yes, that shows that he is the one he loves romantically. There's no complexes and troubles in their relationship so there's no need for him to appear in instrumentality which is the exact thing Shinji encounters there.
Plus, I don't think he can because he's a fruit of life and it is HUMAN instrumentality. Though he can observe from far away.
Your problems about the fandom are only really existing in the western one because of years of misinformation and blacklisting certain things from getting translations.

He has a plight, motive, and characterization that all develops and resolves itself at the end of the episode. In terms of the one-shot one-episode character he was supposed to be, he's magnificent for just how much he accomplished in that short period of time he was given.
In Rebuild, his plight is gone and he only has Shinji. We also know less about him than we did in the series. No characterization. I guess there's the excuse that he's the same as NGE Kaworu, but it's still not good enough.
In the Manga, although a wholly different character, his plight is turned into something really generic: >hurr what are feelings
And his 'problem' is never really solved or given significance because Shinji forgets about him anyway. Though it's better than Rebuild.
