I think the big difference between an ugly design like Timmy and the ugly designs on South Park is that Timmy is detailed enough for you to have no room to project cuteness, unlike with South Park's extremely simple style. Timmy is legible enough as a design to register as offensive. I'm not even saying that Timmy is impossible to moefy, but all the successful Timmy cute-ifications dispense with the original design entirely.
And all the other ugly cartoon boys that get bitches (i.e., terminally online autist artists who become obsessed with them and make bomb art) are either simple like South Park or have a voice and/or personality that endears. Timmy shares a VA with Ben Tennyson, but for some reason, has none of Ben's cuteness, and his personality and backstory are mediocre in the charm department.
FOP's actually had a brush with moe currency with Peri, but even without him, most of the other eligible FOP boys like Chester, Remy, and Devin would make way better /cm/ material than Timmy. Even Cosmo, arguably, who has a ditzy Rose Nylund kind of appeal.
