The "women and children" first mentality is a confession that, when a boy reaches a certain age, he goes from being inherently loved and valued to expendable and only worth what he provides. And, while the exact age varies from boy to boy, it's a lot younger than legal adulthood. Much of the phenomenon of teenage angst is the resentment of boys towards a society that has stopped treating them as children in all the ways that benefited them while continuing to treat them as children in all the ways that hinder them.
This is also why the bonds between boys are so important. All they have is one another.
