Depends on the artist. He's 15 but was originally depicted as very babyfaced. The prequel positions a half-dragon as his possibly canon mother, and quarter-dragons are regularly shown to stop aging normally at the onset of puberty, so Roy is more likely physically 13 and will be a teenager until his grandkids are elderly. He was given an older design in Smash, which is where he is probably more well known these days.
