Once more, the problem is not if the characters say it to each other, but if the story itself treats it as romantic. Rei's love and Asuka's love are treated as roantic and get scenes that show that love is romantic. Kaworu doesn't get that. He's the only one out of the three that get nothing to confirm his love as romantic
Rei's love gets scenes and it's confirmed through her interactions with Asuka. Had Kaworu had some scene like that or some lines related to that with Kaji then there would be no problem and I would be able to affirm that Kaworu felt romantic love for Shinji. But that didn't happen
Besides that I think you are not understanding that Kaworu and Shinji supposedly already confessed in NGE but that that means nothing if the ending of NGE/EoE, in other words, Rebuild, pretends it didn't mean anything in particular. The problem here at it's core is that. Kaworu and Shinji could've not said anything about it but if it somehow was clear that what Kaworu felt was romantic love then there wouldn't be a problem here, but nothing confirms he ever felt romantic love for Shinji.
