Even here, Kaworu's "we'll meet again" was talked about as Kaworu having some screentime similar to what he had in EoE, and at most we would get an ending with everyone alive somehow and being friends. Shinji saves the world, etc. Which is exactly what we got (except the friends part because the movie ends right when Shinji is saved from disappearing so Anno can have his dumb "up to interpretation" bullshit like the coward he is) because Rebuild is just some FOTM battle shonen.
