So I met the Trigun animating director from Orange at a con today and he revealed that "final phase" is just a 30 min OVA of Vash and Wolfwood having sex, he said the budget wasn't enough to animate the full remaining plot or more than that and when they asked Nightow for permission he was like "yeah, I'm fine with that" and then he supposedly laughed and said "still a better ending than the 98 anime!"
