My personal belief is that he is supposed to be a "m?h?", the "third gender" in hawaian/tahitian culture. But I may be wrong. Even his name is a reference to those cultures, since Paka'a is a god.
Whatever it's the case or not, he is, in my opinion, one of the most seductive townies of the game. He's a sweet heart (and a mermaid).
