Since it's power is to fix things not heal them and Josuke himself states during the bites the dust arc that once a body part/fluid is removed and dies/dries it's just dead skin/dried blood etc. and no longer part of the original body unless it was a very recent circumcision with a still living foreskin I'd say it wouldn't work. Also, based on what we see with Okuyasu's father being unable to be fixed because even though he's changed he isn't "broken" that its unlikely Crazy D would consider being circumcised as a broken state (don't @me, that's not an opinion for or against circumcision) but rather simply how the subject's dick is supposed to be. Gold Experience could probably uncircumcise you though.
