Because loli is short for lolicon or "lolita complex", that is a girl seeking a father substitute. Lolicon (genre) however, presumes a certain demographic. Loli, the girl, lolicon, the man fostering/grooming. The assumption is that shota, short for shotacon, is a gender swapped equivalent. Simply pedos for boys. But it's a completely different psychological complex. Oedipus complex and Electra complex are seemingly gender reversals of each other on the surface. Shota and Loli are less so.
While Loli comes from Lolita, the name of a fictional character (most complexes are named after people or character). Shota comes from an actually word for experiencing something for the first time. That is, the complex can been seen as either a preoccupation with deflowering or being someone's first, or losing one's virginity and entering "manhood".
Those might sounds like completely different concepts, but it's kind of a cultural thing in asia where phimosis commonly persists into adulthood.
