With a name like that, he's a southeast Asian (either from Singapore, Malaysia, or Indonesia). Generally SEA people especially men have darker skin complexion compared to their north counterparts.
But let's not kid ourselves, his English name is an afterthought and is out of the question when discussing his design and identity. Kibana is an exotic name for the Japanese and Pokemon is a franchise with stylized art direction, I doubt he's originally depicted as any race. He's simply just a dark-skinned character.
