Lighter skin and whiter features are prized there, to the point where it's expected that darker-skinned/black aspire to breed 'up' and settle down with someone lighter so their next generation will be lighter. There's even a name for it, but I can't recall it right now. That said, Lucio is definitely an afro-latino.
