According to the DSM, Dysphoria is it's own category, because surprisingly it can occur in people who are not trans and isn't exclusive to trans people.
In fact, many trans people don't have Dysphoria, plenty are happy to just shop in the other aisle. Dysphoria is a mental disorder, being trans is not as one disrupts your life and self image, the other is a non invasive life goal/decision/ what ever. Not a lot of it is choice tho, just a caveat.
