Is it by a specific range of level #'s for people to make the cut-offs? What if you were actively competing but stuck at the bottom of the tier (having the lowest level)? Like if you were at Lvl. 151 and stuck fighting with people Lvls 151-160 instead of Lvls 141-150?
Sure, people can increase stats for a higher chance to beat those at the top in that situation (compared to now), but a lot of quick-wins are thanks to the wide-variety of levels in which many people have significantly lower stats (and will likely do better in the lower/previous tier).
If these fights were 'hypothetical' and groups are tailored to span across each person's level, there wouldn't be much competition.
I'd say as annoying as it is having to deal with people at much higher levels, randomization is a safer bet.
