Yes, Hitler Youth did indoctrinated the boys as you said but they also taught the kameradship and secure trust between your peers on whole another level.
like in 1945 US army interrogated the captured German POWs and they said they knew war was lost but kept on fighting so they wont let their friends down.

Also i was in the boy scouts, (not murrican one though) but it was shitty experience for me due to my physical condition was not good enough back in the day. (i got beaten up in night because i wasn't fast enough during night shifts)
My peers were shitty as fuck, nothing but misfits picking fights on another, thus resulted me getting bullied.
And worst of it i got seperated from my cousin (they settled him on better camp) while i got stuck in there. And he seemed he made new friends (back then we were like bros but then he started to ignore me) meanwhile i ended up as loner who got bullied constantly.
Our scoutmasters were kinda cool but headscoutmaster was total cunt, favored one group from another. Like some camps got best equipments while other camps like i was in literally got cardboard boxes as a tent. I got used to it pretty fast though it left bad mark in my memory.
The only thing i liked about it is pathfinding, but thats it.
and yes there were some rumours that some scouts having fug in their isolated settlements but that's it.
TL;DR:Joining boy scouts was a really bad experience for me
