His Patreon honestly looks confusing as shit. There's a lot of "This or that" in the tiers that make it unclear as to whether or not you get everything each month or not. Frankly, seems like the latter unless you're paying a high ass tier that lets you also get past works.
If I am reading it right, you have to pay $34 to get everything. Which why all these seemingly random numbers with .99 on the price? Can't he just charge a full dollar like everyone else? What is this, Walmart? Anyway... $34 for an amateur artist like this is a joke to be honest. That $59 tier (and it appearing to be the only way to get past rewards) is an even bigger one. Maybe if he was an established, popular artist he could get away with it. But no, he's an amateur with only 19 patrons. It's nowhere near worth what he's asking.
He needs to be focusing on improving his art & establishing himself in the community before getting an ego that big.
