1- it's technically, against the global rules. And nobody likes a surprise ban 6 months after the fact when it's on page 10, but someone decided to report it anyways.
2- it's not 2007 anymore, there's captcha and upload limits
3- if they're too lazy to follow a link, they probably don't have to capacity to translate it in the first place.
