For example if they're 30 and look like a kid then the character is shota, but if they're 12 and look like an adult then they are not considered shota. Just one thing, if the character looks like a kid but has muscles, they're still shota, they're specifically called "muscle shota," though calling them just "shota" isn't wrong.
