The reason others might get away with it is that they might be hiding their blogs from search indexing or tagging differently so that the copyright holders can't find them as easily. It's not "harassment" technically because it's basically just them turning the website against the artists, and is entirely legal. Not morally right, but technically legal. Since there aren't many websites that allow adult works to be posted so easily it can be pretty devastating to lose your tumblr account so it's why artists like Suyo are so intimidated.
But yeah meanwhile Japanese doujinshi artists are still turning out their loli and bestiality porn books and Nintendo doesn't care. It's the american branch of Nintendo who is targeting adult works because they want to look family friendly.
