Heck, I don't even need to do it for penetration since thrusting does it. Phimosis is just the extreme, medically concerning, case where you can't pull down your foreskin AT ALL.
Also I wouldn't really know how to describe how that feels, it basically just like being hard with the glan out, except less sensitive.
