Bert had enough screentime and development, like chaps 39,42,46-49 and this whole arc, it's just that his death felt too rushed for someone with such strong plot relevance. Maybe it was intentional, I don't know. Either way I'm going to wait for next chapters to see if Armin really inherits his memories or someone else has him in flashbacks. I want to believe it's not the last we've seen of him in the manga, it just feels weird.
